Gutters and downpipes in the Perth Hills
Updated October 2026
Gutters fail quietly. Rust creeps along the base, joints drip, and one winter front later water is pouring over the fascia, into the eaves or down inside a wall. Up here they also fill faster than they do anywhere on the plain, because jarrah drops bark, marri drops hard nuts, and neither of them waits for autumn.
That is why guttering sits near the top of this site rather than at the bottom. It is one job that answers two separate worries: a gutter full of dry eucalypt litter is somewhere embers can land and sit, and the same packed gutter is what dams water back under the tiles when the weather turns.
Being straight about it: new guttering, gutter guard or ember mesh does not make a house bushfire safe, and nothing here should be read as saying so, nor as any product meeting a standard. The Shire of Mundaring's own planning strategy records that the great majority of the Shire is bushfire prone, and that a significant majority of it carries an extreme bushfire hazard, so the hazard is real and it is documented. WA maps it at state level through the Map of Bush Fire Prone Areas, prepared by the Office of Bushfire Risk Management and updated annually, covering bushfire prone vegetation plus a buffer around it, and DFES is the place to check what applies to your address.
A roof restoration also does not normally bring a bushfire construction assessment with it. WA's building rules carve out repair work to a building that was not required to meet a bushfire standard when it was built, where the work is either under $20,000 or does not increase the ignition risk. Anyone telling you a roof restoration automatically triggers a bushfire rating is selling you something. Your local government is the permit authority and DFES is the state source, so check it with them rather than with a salesperson.
We are a referral service. Tell us what is happening and we pass the job to one of the experienced, insured local roofers we work with, who will quote it free.
Signs your gutters are done
- Rust spots, pinholes or visible daylight along the gutter base
- Water overflowing in moderate rain, not just in a cloudburst
- Sagging runs where brackets have failed or the fall has gone wrong
- Stained or rotting fascia boards behind the gutter
- Pools of water sitting in the gutter days after rain, which means the fall is wrong and rust is coming
- Bark and nut litter you can see from the ground, packed level with the lip
Patching a rusted gutter buys months. Once corrosion shows in one section of a continuous run, the rest is usually close behind.
What replacement involves
A typical job strips the old gutters and downpipes, checks and replaces damaged fascia where needed, then fits new Colorbond gutter profiles with correct fall to new or existing downpipes. Capacity matters more here than the brochure suggests, so the roofers we work with look at profile size, overflow measures and whether the catchment needs another downpipe. Gutter guard and ember mesh are worth pricing at the same time in the heavily treed streets around Hovea, Pickering Brook and Bedfordale, where the litter never really stops.
Where the downpipes discharge, and why it matters up here
This is the question a roofer from the plain tends not to ask. Outside the Kalamunda and Mundaring town centres, most properties in the Hills are not on reticulated sewerage and run their own on-site effluent disposal system instead, with a septic tank and leach drains or a secondary treatment system, sometimes called an ATU or an aerated wastewater treatment system. The City of Kalamunda's 2013 planning strategy puts Lesmurdie, Walliston, Gooseberry Hill and the remainder of Kalamunda outside the town centre on on-site systems, and records that no sewer is available to the rural and semi-rural parts of the district. The Shire of Mundaring's strategy is blunter still: in the hills portion of the Shire, only the Mundaring town centre has access to reticulated sewerage.
Practically, that means the tank, the leach drains and the disposal area are yours, they are somewhere on your block, and a downpipe that dumps a roof's worth of stormwater over them is a problem you will meet later. So the discharge point gets planned rather than guessed. The Water Corporation can tell you whether your address can connect to sewer, and your local government holds the records of which system your property has.
One rule that is clear. The City of Swan states that disposing of waste water other than rainwater in a stormwater drain is not permitted, which read the other way is exactly what a stormwater drain is for: roof water, and nothing else.
What gutter replacement costs
Guide pricing only, from Australian cost guides rather than Perth rates. Gutter jobs vary more than most because length, height and fascia condition drive the price. Replacing gutters and downpipes on an average single-storey home commonly lands in the low thousands, with two-storey sections, long runs and fascia repairs pushing higher. Quotes are normally priced per lineal metre plus downpipes. If the roof itself is also tired, price the roof work at the same time, since the access equipment is already up. See the roof restoration cost guide for how the pieces add up.
Safety and licensing
Gutter work means hours on ladders and roof edges, which is where most height injuries happen, and a sloping block makes the footing worse. The roofers we work with are insured and equipped for it.
WA has no roofing-specific licence class, and that is not the same thing as roof work being unregulated. What matters is how your job is classified, and Building and Energy's own guidance on builder work notes that builder work can include re-roofing.
On gutters specifically, do not carry an assumption across from another state. Plumbing in WA is licensed by the Plumbers Licensing Board, and the regime turns on what counts as plumbing work rather than on a dollar value, so there is no job-size threshold below which it stops applying. Whether roof drainage, gutters and downpipes fall inside licensed plumbing work is not something this page will assert either way, because the position is genuinely unsettled and we would rather tell you that than pick whichever answer reads better. Ask the contractor what licence or registration your job needs, and confirm it with Building and Energy and with your local government before the work starts. Separately, where the guttering is part of work that needs a building permit, the builder work rules below apply as well.
The regulator is Building and Energy. Builder work is building work that needs a building permit and is valued at $20,000 or more, or $50,000 or more for a Class 10a building, meaning a shed, carport or private garage, and it must be carried out by a registered building contractor or an approved owner-builder. Work that needs no building permit can be carried out by anyone whatever it costs. So there are two questions to ask rather than one. Ask your local government, which is the permit authority, whether your job needs a building permit. Then ask the contractor what registration they hold and check it with Building and Energy before you sign anything. Insurance and an itemised written quote are worth checking too, but they are not a substitute for that.

Frequently asked questions
How long do Colorbond gutters last?
Typically 15 to 25 years. Keeping them clear of litter is the single biggest factor in how long they go, and under jarrah and marri that means checking them more often than a plain suburban house would.
Is gutter guard worth it under eucalypts?
It cuts the clearing cycle down a lot, which is the honest benefit. It does not remove the need to check them, because fine bark and grit still get through and sit on top of the mesh. Have it quoted as a line item so you can see what it costs against the clearing it saves.
Can just one section be replaced?
Yes, and for isolated damage that is reasonable. But gutters corrode at a similar rate along a run, so if one section has rusted through on age alone, replacing the lot usually works out cheaper than repeat callouts.
Will new gutters fix water coming into the eaves?
If the cause is overflowing or back-flowing gutters, yes. If water is getting in higher up the roof, that is a roof repair. If it is coming in now, see roof leak repairs.
